I was awoken at 2.45am by the sound of youngsters shouting outside, I looked out of the window but could see nothing. What sort of parents allow their children to be out at that time?

Maybe the same lot that woke me at around 4am Monday morning, someone was talking very loudly for about an hour not that close that I could see them or tell what was being said. Then not long after that a motorbike did a tour of the streets. Then the milkman arrived.
I'm no expert, so please correct me if I'm wrong.
